When the great Tao is forgotten,
goodness and piety appear.


When people act in accordance with the Tao, they don't need to be taught; they come spontaneously.

When the body's intelligence declines,
cleverness and knowledge step forth.

When the wisdom from within, the intuition, or the direct knowledge that comes from acting in accordance with the Tao declines, in other words, when we lose connection with reality, we lose the "pure perception" that allows us to understand all things (Chapter 10), and then we start to intellectualise and accumulate knowledge hoping to, at certain point, come back to that natural state, that we lose growing up.

When there is no peace in the family,
filial piety begins.
When the country falls into chaos,
patriotism is born.

In a harmonious family, children respect and love their parents, and parents naturally love, provide and guide their children. There is no need for a formal "rule" like "filial piety". 
Similarly, in a well-governed state, people feel connected and live in a fair system that does not take advantage of them but has the collective well-being as an end goal; there is no need for patriotism.
